The Bloomington City Council will hold a hearing on its proposed $269 million budget tonight, plus vote on providing $14 million for a library expansion. Plus, the Bloomington-Normal NAACP is promoting a series of events aimed at increasing voter participation, as well as participation in other, local government matters.
