The Illinois Senate has moved swiftly to approved a spending plan the House passed just Tuesday.
It authorizes spending nearly 4 billion dollars on higher education and social services --- two areas that have been caught without funding during a prolonged political fight.
But Senate Minority Leader Christine Radogno said it doesn't mean universities or programs would actually get money. She says the state has none to give.
"If you vote for this, you're voting for a hollow promise. Let's look at the bills that have funding," Radgono said.
Republicans -- including the governor -- favor funding measures they've tied to potential long-term savings, like a reduction in pension benefits.
The measure next heads to the governor. It's likely Bruce Rauner will veto it.
