The Normal Town Council is giving the green light to a six year community investment plan. The proposal includes 119 capital projects that add up to $56 million, but those projects do not include a soccer complex or indoor recreation center.
City Manager Mark Peterson says that Normal can't afford either of them at this time.
The two projects, which add up to $45 million are listed as "not recommended," along with an additional $82 million in proposals. The council also approves of the redevelopment of the former Holiday Inn, located in the northern part of town. The property has been vacant since 2006. Peterson says that, in it's current state, it's un-welcoming to visitors.
Developers are estimating an $18 million dollar investment in the property, which will become a conference center and 158 room hotel. Peterson says the building is in a good location:
