The state is moving ahead with its plan to shift an estimated 18,000 children from the child welfare system into a health care coverage plan despite warnings from children’s advocates that the change will cut many of those children off from access to the critical care they need.

A child welfare expert at Illinois State University said she’s encouraged by the latest attempts to better fund and reform the state’s troubled Department of Children and Family Services.

DCFS has been under intense public scrutiny this year following the high-profile deaths of several children in its orbit, including an 8-year-old girl from Normal.

An audit released Tuesday paints a damning picture of Illinois’ child-welfare agency.

Nearly 100 Illinois children who died within the last two years were involved with the state’s Department of Children and Family Services, according to a recent Inspector General report.
