The "Uniquely Eureka Promise" will allow qualifying students from three high schools to receive a free four-year degree from Eureka College.
High school seniors from Eureka, Washington, and East Peoria in financial need are eligible for the program.
Mac Ingmire is Eureka's Dean of Enrollment Management.
"We wanted to break down some of those hurdles, and say if you have been working hard in this classroom, and you're able to meet the qualifications that we have for this, we want this to be an option for you," he said.
To qualify, students must have at least a 3.0 GPA, qualify for MAP grants or Pell grants under FAFSA, and volunteer 40 hours during their four years at Eureka College. The students must also be Illinois residents and U.S. citizens, and enroll in at least 15 credit hours worth of courses a semester. Eureka College will make up the tuition difference after aid is applied.
