NPR's Trevor Rowe reports that a Canadian judge has been named to replace Richard Goldstone as the prosecutor of the International War Crime Tribunal investigating atrocities in Rwanda and the Balkans. Goldstone will work with Judge Louise Arbour for an interim period before she assumes her full responsibilities with the tribunal.
