Linda talks with Congressman Ray LaHood, a Republican from Illinois, and Congressman David Skaggs, a Democrat from Colorado, about basic rules of civility that are put into practice on the floor of the House. The key to making Congress function in a polite and respectful manner, they say, is having a basic level of mutual trust and respect amongst the Congress members.
