The U-S Congress is about to reauthorize the Individuals with Disabilities Education Act, or I.D.E.A. This law determines the quality of education for some five million students with disabilities. NPR's education correspondent Claudio Sanchez reports that rising costs and local debates will mean adjustments before the law is renewed.
