White House Suffers Blows on Key Issues

It was a day of difficult news for President Bush and his second-term agenda. The Senate killed his main domestic policy issue — overhauling immigration laws — as Republican support collapsed. News from Iraq was grim. And the White House claimed executive privilege to protect documents it does not want Congress to see.
