David Mouser is superintendent of District 87.

Serving as superintendent of Bloomington Public Schools for just under four years, David Mouser has been named a Superintendent of Distinction by the Illinois Association of School Administrators.

Mouser was named District 87’s superintendent in 2022 after serving as superintendent of Tri-Valley Community Unit School District 3 in Downs for 12 years, making the move from a rural to an urban district.

Each year, the Illinois Association of School Administrators [IASA] — through peer nominations — selects one honoree from each of the state’s 21 regions. Mouser was recognized from the Cornbelt Region.

Under Mouser’s leadership, District 87 has focused on raising expectations for students and staff through the district’s ongoing “Level Up” initiative, in which schools emphasize consistency and a unified approach to success.

“I’m truly honored by this recognition,” Mouser said in a news release. “It is a reflection of the incredible work being done by the entire District 87 team, our teachers, staff, administrators and board of education.”

“We are deeply appreciative of Dr. Mouser’s steadfast commitment to excellence in education," said Charles Irwin, president of the District 87 Board of Education. "His dedication has brought significant positive changes to our district and has established a high standard for both staff and students alike.”

Mouser said he plans to continue expanding opportunities for students, including the Bloomington Career Academy at the Willie G. and Gloria Brown Education Center that provides career and technical education programming, and the upcoming relocation of the Sarah E. Raymond School of Early Education in August.

District 87 also will unveil an updated strategic plan based on feedback from students, staff, families and community members.

Mouser will be honored at a luncheon hosted by the Illinois Association of School Administrators on April 23 in Springfield.
