The debate over school funding in Illinois has both geographic and political divisions. But one central Illinois superintendent says it doesn't have to be that way.  Leroy school superintendent Gary Tipsord has helped shape the school funding talks. He speaks with WGLT's Charlie Schlenker.  "Frankenstein" by Mary Shelley was a fantastic creation that occurred not in a vacuum, but as part of a cultural force that stormed through the Romantic Era.  Laura Kennedy has more with Shari Zeck.
