A federal judge in North Carolina ruled that the Food and Drug Administration has legal jurisdiction to regulate tobacco sales and distribution. However, the judge sided with the tobacco industry when he ruled that the FDA jurisdiction did not extend to cigarette advertising and promotion. Tobacco companies plan to appeal the ruling.
