Ship Captain & Court of Inquiry
The captain of the Japanese fishing trawler that sank after a collision with a U.S. submarine took the stand today in the Navy's court of inquiry into the accident. What followed were the most moving and emotional hours yet in the dramatic proceeding. NPR's Andy Bowers reports from Pearl Harbor, Hawaii.
U.S. Warns Russia
NPR's Vicky O'Hara reports on the Bush administration's warning to Russia not to resume selling weapons to Iran. Secretary of State Colin Powell met yesterday with Sergay Ivanov, Secretary of Russia's Security Council. He said Russia is only selling 'defensive' weapons -- those may be considered 'destabilizing' by the U.S.

Uganda Elections
In Uganda, President Yuwere Museveni has won re-election by a wide margin. There were some irregularities, but international observers say the overall voting was "correctly conducted." Museveni's opponent vowed to contest the results and said his followers might start a campaign of civil disobedience. Uganda is essentially a one party state. This election occurred within the so-called "no party revolutionary movement," but analysts say Uganda will have to move toward a multi-party system.
Cuba Opposition
NPR's Tom Gjelten reports the Bush administration is determined to maintain Washington's decades-old isolation of Cuba. Secretary of State Colin Powell has told the Congress that despite some softening of U.S. policy towards Cuba under the Clinton administration, President Bush was committed to maintaining trade sanctions against Cuba as long as Fidel Castro remains in power.
Macedonia Backgrounder
With fighting continuing for a sixth day around the town of Tetovo in Macedonia, we examine how and why this fighting began. Linda Wertheimer talks with Steven Burg, professor of politics at Brandeis University in Waltham, Mass., about the relations between Macedonia's government and the country's large ethnic Albanian minority, and about the rebels' demands.
Paycheck Protection
Noah Adams speaks with Thomas Mann, senior fellow at the Brookings Institution about another provision in the debate -- paycheck protection. Currently unions can use money raised from dues for political action. This provision would require unions to gain the permission of union members to use any portion of their dues for politics. Mann explains that while some want this provision to extend to corporations --that would be extremely difficult. He also explains how this requirement could extend to any organization, the Sierra Club or the Christian Coalition for example, that use dues for political activity.
Campaign Finance 2
NPR's Peter Overby picks up the story explaining the high stakes for politicians over this debate -- for senators its their careers, for interest groups its their clout, and for President Bush it is his image as someone who can change Washington. There is likely to be many amendments and many changes as campaign finance reform is debated over these two weeks.
Macedonia Today
NPR's Guy Raz reports that fighting abated today around the northwest Macedonian city of Tetovo. The Macedonian army had deployed tanks and sent in infantry to put down ethnic Albanian rebels in the hills above the city. NATO Secretary General Lord Robertson warned the rebels that the international community will not allow the break-up of Macedonia by violent insurrection.
Campaign Finance Reform
Host Bob Edwards talks with NPR's Peter Overby about campaign finance reform. The McCain-Feingold bill comes before the Senate this week, even as momentum is growing to alter or kill the measure. (3:55) Check out more coverage of Power, Money & Influence.
