Leda Hartman reports on the lawsuit that Hoke County and four other rural counties in North Carolina have brought, against the state's method of disbursing money to school districts. The plaintiffs argue that poor school districts can't raise as much money for public education as wealthier districts, and that the inequality feeds a cycle of underachievement and poverty. The case is currently in North Carolina State Superior Court and is expected to go to the state supreme court.

NPR's Richard Gonzales reports that last night more than 2,600 hopeful homebuyers in Marin County, Calif., participated in a lottery for 351 affordable homes on an abandoned Army air field at Novato. Novato officials said they worked with developers for years to find a way to offer below-market homes that local firefighters, police and teachers could afford. The median home price in Marin County is $554,000.

Phillip Davis reports that a media review of uncounted presidential ballots in Miami-Dade County showed a net gain for Al Gore of 49 votes. The interim review, sponsored by The Miami Herald and USA Today, suggests that had state officials accepted a Gore campaign request for recounts in four counties -- Miami-Dade, Broward, Palm Beach and Volusia -- Gore still would have lost the election by 140 votes.

NPR's Phillip Davis joins Noah Adams from Tallahassee, Florida to discuss how the vote counting ordered by the Florida Supreme Court will now go forward. A hearing is taking place in the Leon County Circuit Court tonight to discuss that question. The Leon County judge, N. Sanders Sauls, who originally ruled against the Gore request for a recount has recused himself, and Judge Terry Lewis is now handling the case.

No one has been keeping track of how many absentee ballots are coming into all the different counties in Florida, so reporters at the St. Petersburg Times decided to do the job themselves. Robert talks to Brian Gilmer, he's one of the reporters. He says some counties have a heavier absentee rate than others and that if the trends of past elections hold up, the Republican candidate will benefit from a large absentee count.
