NPR's Ted Clark reports that India's prime Minister Atal Bihari Vajpayee today noted progress in US - India relations since the strains of the Cold War. In a speech to both Houses of Congress, Vajpayee said that India, like the US, has declared a voluntary moratorium on nuclear weapons testing and favors elimination of such weapons. The Indian Prime Minister defended 1998 weapons testing as necessary to India's security. In response to the nuclear tests, by India as well as its hostile neighbor Pakistan, the United States imposed sanctions on both countries. U.S. to Zaire?

A White House spokesman said that once such a force is established, perhaps one thousand American troops would deploy in Zaire, helping provide security at a key airport and along special corridors set up to get aid to the mostly Rwandan refugees cut off by recent fighting. The spokesman said most of the US forces would be outside of Zaire, acting in support of the aid operation.

Federal Judicial Nominees: Part II
NPR's Nina Totenberg has the second of two reports on what to expect when the Senate begins considering President Bush's nominees to the federal bench. There are 100 vacancies to fill, largely because the Republican- controlled Senate refused to even consider many of President Clinton's nominations. Today's report focuses on the main players. White House Counsel Alberto Gonzales heads a team of young conservative lawyers who are compiling a list of nominees. Republican Sen. Orin Hatch, Chairman of the Senate Judiciary Committee, and Sen. Patrick Leahy, the ranking Democrat on the committee, are trying to work out a set of confirmation rules acceptable to senators from both parties.
