California Power Shortage
There is an electricity shortage in California. Two of the largest private utility companies in the state were granted emergency rate increases to avoid bankruptcy. But Los Angeles and about 30 other cities are not effected. That's because they are served by municipal power utilities. NPR's Andy Bowers reports.
Thailand Election
For NPR news, Gina Wilkinson reports Thailand's next election may be a test of the country's political legitimacy. Prime Minister Chuan Leekpai has tried to promote a new era of clean politics but his legacy is threatened. Taskin Shinawatra, a telecommunications tycoon and one of the richest men in Thailand is ahead in the opinion polls. For the people of Thailand this could mean that economic stability is more important than a government free of corruption.

Oregon Governor
Robert Siegel talks with John A. Kitzhaber, the Governor of Oregon, about his call for an energy summit. The Governor wants to meet with Energy Secretary Bill Richardson and the Governor of Washington State about the federal government order forcing northwest electric utilities to sell power to California. Kitzhaber opposes the order. He says it was made without consultation with the states, and will makes a bad situation worse.
