Li Zhining did it with 700,000 LEGOs. He spent a year building the 13-foot-long model. There are more than 70 palaces, the moat and the turrets of the ancient, walled district in China's capital.

Zaire Relief Woes
NPR's Jennifer Ludden reports from Goma, Zaire that shelling forced the suspension of the first attempt to deliver aid to the city today. Relief groups stopped passing out food after four shells slammed into the city. The shells presumably were fired by Rwandan Hutu rebels holed up in a refugee camp outside Goma. The attack came after Zairean Tutsi rebels--who control Goma--fired on an unidentified plane which flew over the city. The incidents underline how hard it will be to organize a massive aid effort for the one million mostly Rwandan refugees stranded by the recent fighting in eastern Zaire.

New Orleans Mayor Ray Nagin, in a tight runoff race with the state's current lieutenant governor to keep his post, vowed the city will be ready for the coming hurricane season and rebuffed claims that he was an ineffective leader as the storm ravaged the city last August.

Miami Beach declares a state of emergency after recent spring break violence
Two shootings wounded five people in the city this past weekend. A curfew will go into effect late this week requiring that people be off the streets between midnight and 6 a.m.

David Hondula will be charged with lowering urban temperatures to avoid heat-related deaths, which have soared to new records in recent years.
