Twin City real estate developer arrested, accused of theft from a Bloomington language academy
Rathnakumar Ramachandran, of Bloomington, is accused of embezzling more than $100,000 from a language school in Bloomington. The academy teaches Tamil, a South Asian language, to children 3-10 years old.

Bloomington plans to formally endorse shelter village
