The Town of Normal approved a $15.7 million 2025 property tax levy during a special town council meeting on Monday.
Scott Preston was the only council member to vote against the ordinance. The other ordinance on the agenda — abatement of 2025 property taxes for debt service — was unanimously approved.
Preston also was the only one to vote against a measure last month to order town staff to produce the levy. He said then that residents did not want to see increased taxes and fees.
Town staff drafted the levy under the prediction that the town’s overall assessed value will increase 8.5% over the next year. Under this change, the owner of a $280,000 home would see an increase of $48 in their property tax bill, despite a decrease in the tax rate, due to higher assessed values.
The special session was held in case a quorum could not be reached at the Dec. 15 council meeting. A deadline to file the levy arrives later in the month, and would otherwise have been at risk, said city manager Pam Reece.
The Dec. 15 meeting was canceled following the conclusion of the special session.
