Normal sets parking rules, detours during underpass construction

With construction soon to begin on the underpass in Uptown Normal, the town has announced parking changes and a detour.

The Town of Normal has set detours for Constitution Trail traffic during construction of the underpass at Uptown Station.

The Parkinson Street parking lot off Linden Street south of the railroad tracks will be closed starting Monday, Sept. 21. The town says limited public parking will be available further south of the lot. The town will also set up a detour for Constitution Trail users.

Signs posted north of Vernon Avenue indicate the trail is closed for installation of a sidewalk that will later be used when the underpass project begins. Once the trail reopens, it will be detoured at the Phoenix Avenue intersection until construction is complete.

The trail will likely be closed for a week or more depending on the weather, according to a city spokesperson.

The trail will extend west on Phoenix Avenue to Broadway Avenue, north on Broadway to the north sidewalk of Beaufort Street, and east along Beaufort Street to Uptown Circle.  

“This activity reflects progress in Uptown Normal is underway. While construction may create temporary inconveniences, this effort is strengthening Uptown Normal for years to come,” said Normal City Manager Pam Reece.

The detours and parking lot closure will remain in effect until the underpass is complete.

Town officials have set a June 2028 target for completion of the nearly $43 million underpass project.
