Drivers Not At Fault In Fatal Pedestrian Accidents On Veterans Parkway

The drivers were not at fault in two fatal pedestrian accidents on Veterans Parkway last fall, according to police reports.

No drivers were ticketed in the separate accidents—the first on Sept. 26 that killed Reginald L. Hubbert, and another Nov. 6 that killed Vincent V. Shorten.

Hubbert, 18, of Bloomington, was struck by a compact sport utility vehicle as he crossed Veterans Parkway, about 350 feet north of Empire Street, around 8:30 p.m. There is no crosswalk in that area. Hubbert’s friend had just got off work at the nearby Pizza Ranch, and they were trying to cross Veterans headed west when the northbound SUV struck him, according to Bloomington Police reports obtained by WGLT.

Investigators later determined the driver was not using his phone at the time of the accident, nor was he under the influence of drugs or alcohol, police reports show.

Shorten, 25, of Normal, was struck around 8:30 p.m. Nov. 6 as he tried to cross Veterans at Fort Jesse Road. He was in a crosswalk but crossing against traffic that had the green light, Normal Police said. There were no citations issued or evidence of DUI, police said.

Both investigations are closed.
