Normal Mayor Chris Koos and members of the public review plans for Uptown South during a public meeting on Tuesday, Nov. 15, 2022.

The future of Normal’s Uptown South will be the focus of a special Normal Town Council work session Monday, just before the council’s regular meeting.

Farr Associates, which Normal hired to develop the plan while gathering community input, will share findings at 6 p.m. in the council chambers on the fourth floor of Uptown Station.

The area is just shy of 7.5 acres. It's bounded by the train tracks, Constitution Trail, Linden Street, and Irving Street. It's likely to be used for multi-use business and housing spaces, green space, and a “large format” space for a yet undetermined use. Currently, the Normal Police Department also is in the space.

The town provides an overview of the plans, on its website.

Council to vote on Kerrick Road project

At 7 p.m., the town council reconvenes. Then, it’s set to vote on a nearly $1.7 million contract with Bloomington-based Stark Excavating for a road improvement project on Kerrick Road and Main Street.

The project is set to begin this spring, with most work completed by October.

Besides installing new traffic signals at the intersection of Main Street and Kerrick Road, about 1,200 feet of Kerrick Road will be improved, expanding to three lanes.

The upgrade is tied to expected additional traffic and truck load created by redevelopment and expansion of the north Normal warehouse facility currently used by Rivian.

Other votes planned include spending $87,000 on Dell computer equipment, and a $50,000, two-year contract with Gulliford Services for portable toilets and hand-washing stations in town parks.
