Town of Normal promotes 2 to assistant city manager

The Town of Normal is promoting several people from within to fill administration vacancies.

Brian Day drops the interim from his title as assistant city manager. Current Human Resources Director Jenny Keigher becomes another assistant city manager. The town has not had two assistant managers for several years, following the retirement of Sally Heffernan.

Jason Querciagrossa becomes the corporation counsel. He had filled that role on an interim basis. The current assistant corporation counsel, Kevin Sheahan, becomes human resources director.

“I am thrilled the Town of Normal continues to recruit and retain exceptional employees, allowing the opportunity to promote from within,” said City Manager Pam Reece. “My goal is to continue effectively planning and promoting succession development opportunities and to position employees for growth and development as leaders.”

The start of this chain of promotions came nearly a year ago when then-Assistant City Manager Eric Hanson left to become city manager of Galesburg.

The town will now need to fill the vacant assistant corporation counsel post.

Keigher earned both bachelor's and master’s degrees in English from Illinois State University. She earned a Master of Public Administration degree from the University of Illinois, Springfield.

Day is a graduate of Washington State University, Pullman and of the John Marshall Law School. He is a veteran of Desert Storm.

Querciagrossa is a graduate of the University of Illinois and the University of San Diego School of Law.

Sheahan is a graduate of the University of Illinois at Urbana-Champaign and the Southern Illinois University School of Law.
