ISP Master Sgt. Billy Quinn and Sgt. Benjamin Reichard were among 19 officers from police agencies across the state to receive the honor Thursday at a ceremony in Springfield.

Bloomington Police arrested the teen at his home without incident around 3 p.m. Friday, according to department spokesperson Bryce Janssen.

A Bloomington man is hospitalized in stable condition after being shot inside an apartment building over the weekend.

Police said no arrests have been made. The department has not said whether they have identified any suspects. All six shooting victims are out of the hospital.

The six victims were all hospitalized with undisclosed injuries. The shooting happened in an apartment parking lot in the 700 block of Franklin Avenue around 2:40 a.m. Sunday.

Illinois State University's police chief said it took time to verify where the shooting had occurred and to collect other pertinent information. "By the time they sorted it out — the location and what had occurred — that imminency had kind of passed," he said.

One man was hospitalized in the shooting. It happened in the 400 block of West Graham Street. His condition is not known.

According to Bloomington Police, officers were called to the 400 block of West Graham Street at 10:46 p.m. after a caller reported hearing gunshots fired in the area.

Normal Police said the shooting was reported at 12:58 a.m. at The Flats at ISU, 709 S. Main St. One person was shot and was taken to a hospital for treatment of injuries not considered life threatening.
